Who are the High Council?
The High Council is 6 to 8 wolves. The High Alpha and Luna are chosen by the previous High Alpha and Luna before them, usually around the age of 25. Once they have had their inauguration they choose 4 to 6 wolves to sit on the council with them. It is very rare for the High Council to travel to a pack.
What do they do?
The High Council mainly makes sure the laws set by the Goddess are followed. Though they can help keep the peace with other creatures that live on the Earth.
